I've looked through the settings in Cura and couldn't find anything to do this.

You need to set the "minimum wall line width" parameter to a very small value to fill them. If only there was an option that could do that for you...hmm

In the image below, red indicates outer walls, green indicates inner walls, and yellow indicates infill.
